Expands the Bureau of Criminal Apprehension's Use of Force Investigations Unit jurisdiction to include investigations of incidents involving federal agents from the Department of Homeland Security, ICE, Customs and Border Protection, and USCIS

Adds a new statutory definition of "federal agent" specifically covering employees of immigration and border enforcement agencies

Extends the definition of "officer-involved death" to include deaths resulting from a federal agent's use of force, whether on or off duty but within the scope of law enforcement duties

Requires the Unit to investigate all criminal sexual conduct cases involving federal agents, in addition to the existing requirement to investigate cases involving peace officers

Amends Minnesota Statutes 2024, section 299C.80, subdivisions 1 and 3
