Prohibits the sale, possession, and distribution of "ghost guns" — firearms lacking serial numbers, undetectable by metal detectors, or manufactured by 3D printers/CNC machines by non-licensed individuals — with penalties of up to 5 years imprisonment and/or $10,000 fine

Requires current owners of unserialized firearms to serialize, remove from state, render inoperable, or surrender them within 180 days of August 1, 2026; new residents have 60 days and those inheriting such firearms have 30 days to comply

Limits non-licensed individuals to assembling/manufacturing no more than 3 firearms per calendar year, and all assembled firearms must receive a unique serial number from a federal firearms licensee within 10 days

Bans non-licensees from manufacturing firearms using 3D printers or CNC milling machines, and prohibits distributing digital design files that could be used to 3D-print ghost guns

Requires the Commissioner of Public Safety to issue public notice by August 1, 2026, and repeals existing Minnesota Statutes section 609.667
