Amends Minnesota Statutes section 103G.2241 to add a new exemption from wetland replacement plan requirements for agricultural land in seven specific counties: Clay, Koochiching, Lake of the Woods, Norman, Roseau, Stearns, and St. Louis

Qualifying land must have been planted with annually seeded crops before July 5 in at least 8 of the 10 most recent years prior to the wetland impact

Alternatively, land qualifies if it was in crop rotation seeding of pasture grass, cover crop, or legumes, or was fallow for crop production purposes in 8 of the 10 most recent years

Expands existing agricultural exemptions that already exclude prior-converted cropland, normal farming practices, soil and water conservation practices, aquaculture activities, wild rice production, and land subject to federal swampbuster provisions
