Removes the exemption that allowed watershed districts (under Chapter 103D) and drainage authorities (under Chapter 103E) to use their own procedures for taking property through eminent domain

Requires watershed districts and drainage authorities to follow standard eminent domain procedures under Chapter 117 for all property takings

Makes any property taking by these entities legally null and void if they fail to comply with Chapter 117 eminent domain procedures

Effective date of August 1, 2026, applying only to property takings occurring on or after that date

Amends Minnesota Statutes 2024, section 117.012, subdivision 3
