Amends inscriptions on Bronze Star veteran license plates to read "BRONZE STAR MERITORIOUS" (removing "VET") or "BRONZE STAR VALOR" for recipients of a "V" device

Changes Silver Star veteran license plate inscription from "SILVER STAR VET" to "SILVER STAR HEROISM"

Modifies statutory language to require (rather than permit) the Commissioner of Veterans Affairs to design veteran special plate emblems

Effective date is October 1, 2026, applying to plates issued on or after that date
