Beginning July 1, 2026, county agency social workers without a baccalaureate or graduate degree in social work, or who are not licensed, are prohibited from using titles containing "social work" or "social worker" when presented to the public

County agency employees hired before July 1, 2027 are grandfathered in and exempt from the new title restriction requirements

Protects collective bargaining rights by specifying the new requirements cannot modify or remove any rights or benefits under agreements ratified before July 1, 2026

Expands the existing title restriction exception for county employees to require they meet specific qualification requirements under section 148E.065, subdivision 4a, in addition to being county-employed

Amends Minnesota Statutes sections 148E.065, 148E.195, and 148E.280 governing social work licensure and title usage
