Prohibits Minnesota libraries from entering e-book and digital audiobook license agreements with publishers that restrict interlibrary loans, limit the number of times materials can be loaned, or cap how many licenses can be purchased on release day

Requires contracts to allow libraries to make nonpublic preservation copies, share contract terms with other Minnesota libraries, and choose between pay-per-use or perpetual access licensing options

Applies to public libraries receiving at least half their funding from public sources, jointly operated city-school district libraries, school district and charter school libraries, and the Minitex library network

Takes effect 60 days after the Secretary of State certifies that other states with a combined population of at least 7 million have enacted substantially similar laws

Requires quarterly certification by the state librarian on similar laws in other states, with electronic notification to counties, cities, towns, and schools once the population threshold is met
