State and local government employees elected to the state legislature who must take mandatory leave would retain all accrued and future benefits including seniority status, efficiency rating, vacation, insurance, and sick leave as if the leave had not been taken

Appointing authorities are prohibited from subtracting periods of mandatory legislative leave when calculating an employee's length of service

Pension and retirement benefit rights for state employees on legislative leave would be aligned with those already provided to local government employees under section 3.088, subdivisions 3 and 6

Effective July 1, 2027, applying to collective bargaining agreements that take effect on or after that date
