Modifies an existing $2,190,000 grant appropriation for the city of Oak Park Heights to acquire property and predesign/design public infrastructure at the Allen S. King power plant site

Public infrastructure covered includes clean water systems, sanitary sewer systems, stormwater systems, roads, trails, and sidewalks

Extends the bond sale authorization and appropriation availability deadline to December 31, 2029, overriding the standard timeline in Minnesota Statutes section 16A.642

Amends Laws 2023, chapter 72, article 1, section 21, subdivision 9 (original capital investment legislation)
