Prohibits civil immigration arrests of parties, witnesses, potential witnesses, and court companions while traveling to, attending, or returning from court proceedings in Minnesota

Protected zones include the courthouse building, parking facilities, surrounding sidewalks and streets, and any public way within 1,000 feet of the courthouse

"Civil arrest" is defined as detention for civil immigration violations or serving removal proceeding documents, but excludes criminal arrests, probation/parole violations, or arrests supported by judicial warrants

Violators face civil liability for false imprisonment including actual damages plus $10,000 statutory damages, with courts able to award attorney fees to prevailing plaintiffs (effective August 1, 2026)

Preserves existing qualified immunity defenses and protects judicial branch personnel acting lawfully to maintain court safety and order
