Requires the Commissioner of Transportation and Metropolitan Council to request Federal Transit Administration (FTA) approval to discontinue Northstar Commuter Rail operations within 30 days of enactment

Northstar Commuter Rail operates between downtown Minneapolis and Big Lake, with stops in Fridley, Coon Rapids, Anoka, Ramsey, and Elk River

Request must specify that Minnesota will not reimburse the FTA or any federal agency for federal funds previously spent on Northstar

Within 7 days of receiving FTA response, the commissioner and council must report to legislative transportation committees, including copies of the request and response

If FTA approves discontinuation, a proposed termination plan must be submitted to legislative committees within 90 days
