$6,500,000 appropriated from bond proceeds to the Commissioner of Employment and Economic Development for a grant to South St. Paul to construct, equip, and furnish a new swimming pool and aquatics center

Grant is exempt from requirements under Minnesota Statutes section 16B.325

Facility must incorporate sustainability features including high-efficiency lighting, native/pollinator landscaping, WaterSense certified plumbing, daylighting, low-VOC materials, and photovoltaic-ready infrastructure

Must include accessibility features to enhance visitor travel by active transportation

Authorizes Commissioner of Management and Budget to sell and issue up to $6,500,000 in state bonds; effective the day following final enactment
