Amends Minnesota Statutes section 326B.107 to expand terminology from "inspectors" to "persons" and from "inspection services" to "code enforcement services" when evaluating municipal qualifications for building code agreements

Requires the commissioner to consider all code enforcement staff employed by, contracted with, or otherwise obligated to provide services to a municipality when determining if the municipality has adequate personnel

Establishes that municipalities with a designated building official may enter agreements with the state for "reserved projects" on public buildings and state-licensed facilities, including roof replacements, exterior maintenance, HVAC unit replacements, and remodeling that doesn't alter occupancy or structural systems

Defines reserved projects to include single-level storage buildings up to 5,000 square feet, accessibility upgrades without structural alterations, and towers requiring special inspection

Maintains existing appeal rights allowing municipalities to contest commissioner decisions through a contested case hearing under Chapter 14
