Modifies Minnesota law to allow dismissals of students in early learning programs (preschool through grade 3) under specific conditions, replacing the previous blanket prohibition on disciplinary dismissals for these students

Requires schools to exhaust nonexclusionary discipline measures before any suspension, expulsion, or exclusion, including collaborating with families and mental health consultants, creating written support plans with parents, or providing referrals for services

Permits suspension only when there is an ongoing serious safety threat to the child or others and after nonexclusionary discipline options have been exhausted

Permits expulsion or exclusion only under the same conditions—ongoing serious safety threat and exhaustion of nonexclusionary measures—with existing procedural requirements under sections 121A.46 and 121A.47 applying
