Appropriates $3,000,000 from the bond proceeds fund to the Commissioner of Employment and Economic Development for a grant to the city of Northfield for improvements to the Northfield Community Resource Center

Funds cover predesign, design, construction, furnishing, and equipping of improvements including facility expansion, safety and security updates, HVAC replacement, mechanical system improvements, and renovation of existing space

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $3,000,000 under Minnesota Statutes sections 16A.631 to 16A.675
