Exempts lands within the exterior boundaries of Minnesota's 11 sovereign Indian nations from electric utility exclusive service area requirements under section 216B.40

Removes the current restriction that gives electric utilities the sole right to serve all customers within their assigned service territories when those territories include Tribal lands

Allows Tribal nations to potentially choose alternative electric service providers or develop their own electric utility services without requiring consent from the currently assigned utility

Effective the day following final enactment
