Adds "third-party testing of school bus drivers" to the list of authorized programs and services that service cooperatives (SCs) may provide to member school districts

Authorizes the commissioner to designate service cooperatives organized under section 123A.21 as third-party testing programs for school bus driver road tests

Service cooperatives designated as third-party testing programs may administer road tests to employees of member school districts that own or operate school buses

Amends Minnesota Statutes sections 123A.21, subdivision 7 and 171.3213
