Defines "Blue Line extension" as the light rail transit line portion from Target Field Station in Minneapolis to Brooklyn Park

Requires the Metropolitan Council to pay all remaining operating and capital maintenance costs for the Blue Line extension from county sources after operating revenue and federal funds are exhausted

Mandates Hennepin County to fund these remaining costs using sales tax revenue or the county transportation sales tax under section 297A.993

Applies to seven Twin Cities metropolitan counties: Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington

Takes effect the day following final enactment
