Raises the family adjusted gross income eligibility threshold for North Star Promise scholarships from $80,000 to $100,000, effective beginning fall 2026 academic term

Increases the required transfer amount from the general fund to the North Star Promise scholarship account in fiscal year 2027 (specific new amount to be determined, replacing the current $49,500,000)

Maintains existing eligibility requirements including FAFSA completion within 30 days of term start, enrollment in at least one credit, satisfactory academic progress, and no federal student loan default
