Limits individual authorized budget reductions under Waiver Reimagine Phase II to no more than 10% unless a decrease in need is documented in the recipient's MnCHOICES assessment

Requires the Commissioner of Human Services to use the recipient's pre-implementation authorized budget amount and documented needs as the baseline for determining whether reductions violate the 10% cap

Mandates that the 10% reduction limit continues to apply for all subsequent budget determinations as long as the recipient's documented needs remain the same or increase

Requires incorporation of a cost-of-living adjustment into the Waiver Reimagine Phase II methodology for all waiver recipient individual authorized budgets

Directs the commissioner to include these reduction limits and cost-of-living adjustments in any proposed statutory language codifying Waiver Reimagine Phase II implementation
