Public postsecondary institutions in Minnesota are prohibited from imposing mandatory student fees or increasing tuition to fund compensation for student athletes

Applies to all governing bodies of public colleges and universities in the state

Violating institutions face a penalty of 1% reduction from their state appropriation base, to be deducted in the first year of the next biennium

Creates new section 135A.0435 in Minnesota Statutes, chapter 135A
