Adds a new exemption from certificate of need requirements for upgrading or rebuilding existing electric lines under 100 kilovolts to high-voltage transmission lines of 115 kilovolts

The exemption applies only when the upgraded or rebuilt transmission line primarily uses existing rights-of-way

Amends Minnesota Statutes 2024, section 216B.243, subdivision 8, which governs exemptions from the state's certificate of need process for energy facilities
