Maintains existing requirements that eligible school districts must be located in a county with an international border and have more than one school district within its boundaries

Levy amounts remain capped at the net actual costs of swimming pool operation from the previous year, defined as operating costs minus revenues and payments from other local governments

Effective for taxes payable in 2027 and later
