Extends the increased maximum grant amount for water infrastructure grants established in Laws 2025, First Special Session chapter 15, to projects with grant agreements dated September 1, 2024, or later under Minnesota Statutes section 446A.072, subdivision 5a

Clarifies retroactive eligibility so that previously approved water infrastructure projects can access the higher funding limits
