Establishes a regional food bank grant program administered by the Commissioner of Children, Youth, and Families to increase food availability for individuals and families in need

Distributes grants to regional food banks and Minnesota Tribal governments using a formula based on the number of persons below the federal poverty level and unemployed persons in each service area

Allows grant funds to be used for purchasing, transporting, and distributing food and personal hygiene products (including diapers and toilet paper) at no cost through commissioner-approved sites

Prohibits grant money from being used to compensate officers, directors, trustees, key employees, or highest-paid employees; requires repayment of any ineligible expenditures

Appropriates $10,000,000 from the general fund for fiscal year 2027, with a base of $10,000,000 annually for fiscal years 2028 and 2029
