Hospitals and hospital campuses must obtain Minnesota Department of Health approval through a public interest review before curtailing operations requiring patient relocation, relocating health services to another facility, or discontinuing operating room, ICU, or pediatric overnight services

The public interest review process must be substantially similar to the existing review conducted under section 144.552 (which governs hospital mergers and acquisitions)

Exemptions apply when a hospital closes due to corporate insolvency or when operational changes are necessary due to disasters such as fire, tornado, flood, or storm damage

The Commissioner of Health has enforcement authority under section 144.653, and the law applies retroactively to actions for which notice was previously given but not yet implemented

Effective the day following final enactment
