Authorizes the city of Roseau to impose a local sales and use tax of up to 0.5% if approved by voters at a local election

Tax revenues must fund two specific projects: $4,300,000 for renovation of Roseau Memorial Arena and $8,200,000 for construction of a new community and wellness center

Permits the city to issue bonds up to $12,500,000 (plus issuance costs) to finance the projects, with bonds excluded from city debt limitations and not requiring a separate bond election

Tax expires at the earlier of 30 years after first imposed or when sufficient revenue has been collected to cover all project and bond costs

Effective the day after the city of Roseau's governing body and chief clerical officer comply with local approval requirements under Minnesota Statutes section 645.021
