Appropriates $6,500,000 from the bond proceeds fund to the Commissioner of Education for a grant to Area Special Education Cooperative No. 997 in East Grand Forks

Funds will predesign, design, construct, renovate, furnish, and equip an education learning center for students with autism, cognitive disabilities, emotional and behavioral disorders, and other specific educational needs

Facility will include space for a Level IV setting regional special education program

Authorizes the Commissioner of Management and Budget to sell and issue up to $6,500,000 in state bonds to fund the project

No nonstate matching funds are required for this appropriation
