Aligns Minnesota bridge inspection standards with federal National Bridge Inspection Standards (NBIS), establishing inspection intervals based on federal requirements and expanding the definition of "bridge" to include structures carrying railroad, ATV, snowmobile, or pedestrian traffic that cross public highways

Establishes new tunnel inspection requirements based on National Tunnel Inspection Standards (NTIS) for tunnels meeting federal definitions

Creates a truck parking improvement program allowing grants and partnerships with public and private entities including truck stops, with eligible uses including facility construction, information systems, bathroom facilities, and security improvements; limits administrative costs to 3% of available funds

Modifies active transportation education funding to set aside the first 10% (up to $500,000) annually for youth safety curriculum development for ages 5-14

Repeals four scenic byway/memorial highway designations: Veterans' Evergreen Memorial Drive, Glacial Ridge Trail, Hiawatha-Appleblossom Scenic Drive, and King of Trails; also eliminates the biennial bridge inspection quality assurance report requirement
