Expands Minnesota's negligent firearm storage law (section 609.666) to cover not only children under 18 but also persons prohibited from possessing firearms under section 624.713, subdivision 1

Removes the exception that previously allowed a firearm to be considered "unloaded" if it was incapable of being fired by a child likely to gain access

Imposes gross misdemeanor liability on anyone who negligently stores or leaves a loaded firearm where they know or reasonably should know a child or prohibited person is likely to gain access

Requires reasonable action be taken to secure firearms against access by both children and prohibited persons to avoid criminal liability
