Restructures the 17-member Peace Officer Standards and Training (POST) Board to require geographic balance between metropolitan and non-metropolitan areas for most law enforcement member positions

Requires professional associations (Minnesota Sheriffs' Association, Minnesota Chiefs of Police Association, Minnesota Police and Peace Officers Association, Minnesota State Patrol Association, and League of Minnesota Cities) to submit slates of at least two candidates for the governor to consider when making relevant appointments

Adds two new positions for Minnesota State Patrol Association members and changes the board chair selection from governor-appointed to elected by board members

Current board members as of January 1, 2027 (except the BCA superintendent) are ineligible for reappointment for four years, with staggered initial terms expiring between 2028 and 2031

Effective date is January 1, 2027, with the first appointments subdivision expiring July 1, 2031
