Expands eligibility for the Dairy Assistance, Investment, Relief Initiative (DAIRI) program to include new dairy farms that did not market milk during 2022 or marketed milk for only a portion of 2022

New dairy farms receive DAIRI payments based on their production history established through their federal dairy risk protection program enrollment, rather than 2022 production

DAIRI provides $4,000,000 in the second year to Minnesota dairy farms that enroll in federal dairy risk protection coverage and produced no more than 16,000,000 pounds of milk in 2022

Payments are calculated on milk production up to 5,000,000 pounds per participating farm at a rate determined by the commissioner within available funding limits
