Eliminates qualified immunity, official immunity, and sovereign immunity as defenses; removes statutory caps on liability, damages, and attorney fees

Preserves immunity for judges, prosecutors, and legislators for actions taken in their official judicial, prosecutorial, or legislative capacities

Allows prevailing plaintiffs to recover compensatory damages, punitive damages, equitable relief, plus reasonable attorney fees and costs

Applies to state, county, municipal, and federal government employees; effective the day after enactment for conduct occurring on or after that date
