Amends Minnesota Statutes section 13.46, subdivision 3, governing investigative data in the welfare system

Changes disclosure of investigations into possible overpayments of public funds to service providers or recipients from discretionary ("may") to mandatory ("must")

Removes the commissioner's authority to withhold disclosure based on determining it would compromise the investigation

Requires disclosure of the existence of such investigations and any reduction or withholding of payments within 30 days of a request

Applies to investigations conducted by the Commissioner of Human Services or the Commissioner of Children, Youth, and Families
