Large industrial or commercial water users must apply for their own water-use permit rather than modifying a municipal permit if their new or additional consumptive use exceeds 100,000,000 gallons per year or equals 50% or more of a municipality's current authorized annual appropriation volume.

The commissioner must post draft permits on the department's website and provide at least 30 days for public comment before issuing permits for large water appropriation projects.

Notice of draft permits must be sent to the applicant, registered parties, all municipalities within the same USGS Hydrologic Unit Code 8 watershed, and any interested persons upon request.

Aquifer test results, when required by the commissioner, must be included in any environmental review process under chapter 116D related to the permit.

Large water users exceeding the specified thresholds must report water appropriations monthly by the 15th of each month, rather than annually like other permit holders.
