Simplifies all-electric vehicle registration surcharges to a flat $100 fee, eliminating the current formula based on manufacturer's suggested retail price and vehicle age that included minimum amounts of $150 (Jan 2026-June 2027) and $100 (after July 2027)

Reduces plug-in hybrid electric vehicle registration surcharges to a flat $50 fee, replacing the current MSRP-based calculation with minimums of $75 (Jan 2026-June 2027) and $50 (after July 2027)

Establishes a new vehicle weight surcharge for passenger automobiles: $0 for vehicles under 5,000 pounds, 7% of registration tax for 5,000-5,999 pounds, and 10% of registration tax for 6,000 pounds or more

All revenue from electric vehicle surcharges and the new weight surcharge must be deposited in the highway user tax distribution fund

Effective the day following final enactment, applying to registration periods starting on or after January 1, 2027
