Amends Minnesota Statutes section 43A.231, subdivision 5, regarding pharmacy benefit manager (PBM) procurement for state employee health plans

Adds provision allowing the Commissioner of Management and Budget to forego using a reverse auction process for selecting a successor PBM contract if the savings comparison required under existing law is inconclusive

Maintains existing requirements that the commissioner must use reverse auction if savings were achieved, and may forego reverse auction if savings were not achieved

Requires that when savings are not achieved, the commissioner's report must include findings supporting that determination, analysis of factors causing the failure, and recommendations for achieving savings in future contracts
