Appropriates $103,288,000 from the environment and natural resources trust fund for fiscal year 2027 across multiple categories: resiliency ($10.6M), water ($17M), education and outdoor recreation ($37.8M), fish and wildlife ($18.8M), energy ($773K), and land ($18M)

Allocates an additional $28,180,000 as a one-time appropriation for the Environment and Natural Resources Trust Fund Community Grant Program, available until June 30, 2030

Extends availability of 11 prior appropriations from 2021-2023 legislative sessions for projects including emerald ash borer management, forest carbon mapping, state trails development, and ecological monitoring

Strengthens conflict of interest rules for Legislative-Citizen Commission on Minnesota Resources (LCCMR) members by prohibiting them from serving as project managers or receiving compensation from proposals being reviewed by the commission or receiving trust fund money

Repeals Minnesota Statutes section 116P.17, which required commissioner of natural resources approval before trust fund recipients could acquire interests in real property, and adds fraud prevention requirements for community grant programs including preaward risk assessments and financial reconciliation
