Health plans must cover routine immunizations without cost-sharing (no deductibles, copays, or coinsurance) when recommended by the CDC Advisory Committee on Immunization Practices, American Academy of Pediatrics, or the new Minnesota Science-Based Vaccine Advisory Council, effective July 1, 2026

Establishes the Minnesota Science-Based Vaccine Advisory Council with at least 16 members including physicians, nurses, pharmacists, and public health experts to develop annual vaccine schedules and recommend updates to immunization requirements for schools, child care facilities, and postsecondary institutions

Commissioner of Commerce must reimburse health plan companies for coverage costs related to vaccines recommended by the American Academy of Pediatrics and the new state advisory council, with services already covered as of January 1, 2023 ineligible for reimbursement

Advisory council has override authority: if two-thirds of members vote that the Health Commissioner inadequately considered their recommendations, the council may publish its own vaccine schedules to serve as official state schedules for at least six months

Appropriates unspecified amounts from the general fund beginning fiscal year 2027 for the advisory council and beginning fiscal year 2028 for ongoing defrayal payments to health plan companies
