Prohibits any person from placing or operating a virtual currency kiosk (Bitcoin ATM or similar machine) anywhere in Minnesota

Repeals existing Minnesota Statutes sections 53B.69 (subdivisions 3b, 3c, 11, and 12) and 53B.75, which previously regulated virtual currency kiosks including definitions, disclosure requirements, transaction limits, and consumer protections

Eliminates the prior regulatory framework that included a $2,000 daily transaction limit for new customers, mandatory fraud warnings, and refund requirements for fraud victims within 72 hours of becoming a customer
