Eligible uses include community violence prevention, mental health crisis response, victim services, first responder wellness, training programs, and fire/rescue/emergency equipment

Prohibits using funds for armored/tactical vehicles, tear gas, police station construction, costs related to alleged misconduct, or employer pension contributions if the entity already received police state aid in 2024
