Grants the Foster Youth Ombudsperson authority to enter and inspect without notice any public or private institution, facility, or residence where a foster youth resides, including areas for recreation, treatment, discipline, or other activities

Expands investigative jurisdiction to include placement managers, parents, guardians, and custodians, in addition to agencies

Provides direct access to the social services information system and any data pertinent to investigations, with placements required to provide information to the same extent they must provide to licensing agencies

Expands complaint scope to include violations of foster youth rights, and authorizes private meetings, video calls, or phone calls between the ombudsperson and foster youth outside the hearing of others

Prohibits placement managers, parents, guardians, or custodians from punishing foster youth or unfavorably altering placement conditions for making complaints to the ombudsperson
