Strengthens Legislative Auditor enforcement by allowing dismissal of public officials who knowingly submit false documents, and requires the Commissioner of Management and Budget to annually report implementation status of audit recommendations from the prior five years

Mandates annual training for state employees on inventory management of state property, grants management, financial reconciliation of grants, and debt collection procedures

Requires unannounced, on-site monitoring visits for grants over $50,000 and annual unannounced visits for grants over $250,000, with exceptions allowed only if justified to the commissioner

Prohibits grantees from hiring state employees who were involved in awarding or managing their grant for 12 months after the grant award; violations result in immediate grant termination, full repayment, and 24-month debarment

Expands debt collection reporting by requiring agencies to report collection efforts taken (or rationale for not collecting) in quarterly reports, and expands the annual uncollectible debt summary to all legislative committees rather than only those with jurisdiction over Minnesota Management and Budget
