Establishes a school safety threat assessment pilot project through the Department of Public Safety's Office of Justice Programs, in consultation with the School Safety Center, to assess, prevent, and respond to visible and concealed threats in schools

Requires contracting with a vendor for services including advanced threat anticipation, real-time monitoring, emergency service coordination, integration with existing security systems, and automated door locking capabilities, with permissible use of predictive analytics and artificial intelligence

Selects one school district per congressional district to participate, requiring a mix of large and small districts; districts with similar existing systems are ineligible

Mandates a report to legislative committees by January 15, 2027, evaluating effectiveness, gathering stakeholder feedback, and providing recommendations for statewide implementation

Appropriates $4,000,000 from the general fund in fiscal year 2027 to the commissioner of public safety for implementation
