Restructures the Minnesota Sentencing Guidelines Commission to include both voting and nonvoting members, changing the Commissioner of Corrections from a voting member to a nonvoting member

Adds two new law enforcement voting positions: one municipal police chief (recommended by Minnesota Chiefs of Police Association) and one county sheriff or deputy sheriff (recommended by Minnesota Sheriffs' Association)

Removes two existing voting positions: a representative from treatment/rehabilitative services organizations and a criminal justice/corrections academic

Eliminates the requirement that one public member be a person formerly convicted of and discharged from a felony-level sentence, while retaining the crime victim representative requirement

Changes the chair selection process from governor designation to election by commission voting members, and requires professional associations to submit at least two candidates when vacancies occur
