Repeals Laws 2025, First Special Session chapter 10, article 7, section 8, which required the commissioner of management and budget to assume a $250,000,000 reduction in special education aid appropriations for each biennium starting July 1, 2027

Eliminates the requirement that the legislature identify cost savings from Blue Ribbon Commission on Special Education recommendations to offset the assumed reduction

Removes the automatic trigger that would reduce the special education cross subsidy aid factor if enacted savings fell short of the $250,000,000 target

Effective date: July 1, 2026
