Commission members are prohibited from serving as project managers for or receiving financial compensation from proposals being reviewed by the commission or receiving money from the trust fund

Removes the previous provision that allowed commission members with financial conflicts to simply abstain from voting while reducing the required vote threshold

Eliminates the exception that reduced the number of affirmative votes needed (from 11) when members were ineligible to vote due to conflicts of interest on land purchases

Retains existing requirements that commission members, technical advisory committee members, peer reviewers, and employees avoid participation in decisions involving organizations where they have direct or indirect personal financial interests

Effective the day following enactment
