Creates new section 84.0912 in Minnesota Statutes requiring state and local agencies to prepare a "wild rice risk justification" before issuing permits, licenses, or approvals for activities in or near wild rice waters

Defines "wild rice waters" as waters identified by MPCA or DNR as supporting wild rice, waters within or flowing into Indian country, or waters identified through a 2025 appropriation as containing uncultivated wild rice

Requires the risk justification document to identify all threatened wild rice waters, assess risk scenarios and their likelihood of damage, and explain how public need justifies the risk to wild rice

Mandates minimum 30-day public comment period on draft justifications, with public hearings required if 100+ Minnesota residents/property owners request one in writing

Requires Tribal consultation under section 10.65 with any Minnesota Tribal government that requests it, and final justifications must be published in the State Register and on the agency's website
