Allocates $17,252,000 to Two Rivers Watershed District for engineering, permitting, land acquisition, and construction of Phases 1-3 of the Klondike Clean Water Retention Project

Allocates $4,000,000 to Roseau River Watershed District for construction of the Roseau Lake Rehabilitation Project

Authorizes the Commissioner of Management and Budget to sell and issue up to $35,000,000 in state bonds to fund these projects, effective the day following final enactment
