Authorizes the Minnesota Legislature to remove "inferior officers" from the executive branch, defined as agency/department heads, deputy heads, assistant heads, and division directors, for malfeasance (willful unlawful acts) or nonfeasance (willful failure to perform required duties)

Any state senator or representative may initiate removal by filing a complaint with the senate majority leader or house speaker, who must forward it to the appropriate committee within 10 days and notify the governor and the accused officer

Legislative committees must hold public proceedings within 30 days, applying a "clear and convincing evidence" standard, with the accused officer having rights to legal counsel, cross-examination, and presenting evidence

Removal requires a majority vote of elected members in both the House and Senate, after which the governor must discharge the officer effective the day after notification

All complaints, proceedings, and records are public, though the accused officer may waive the right to public proceedings in writing
